中国内燃机工业协会滤清器分会（以下简称分会）是经中国内燃机工业协会提出并报民政部批准设立的中国内燃机工业协会产品型分支机构。
    英文译名为：China Internal of Combustion Engine Industry of Association－Filters Division。
     缩写为： CICEIA－FD

    分会由中国内燃机工业协会会员单位中滤清器制造企业、科研院所及相关工业企业组成。其宗旨是：为会员单位和政府部门服务，贯彻执行政府有关方针、政策和法令，维护本行业的共同利益及会员单位的合法权益，反映会员的愿望与要求；在政府和会员之间发挥“桥梁”和“纽带”作用；开展行业内的组织协调工作；促进行业技术进步和健康发展。

    根据政府有关部门和中国内燃机工业协会的相关规定，分会的工作内容包括：

    1、制定滤清器行业的“行规行约”，建立行业自律机制，规范行业自我管理行为。

    2、开展对本行业基础资料的调查、收集和整理工作。汇集编写本行业有关情报资料，为政府相关部门、中国内燃机工业协会和分会成员提供有关数据和资料。

    3、参与制、修订本行业各类标准化工作，包括技术标准、经济标准、管理标准。组织推进标准的贯彻实施，对不符合质量标准的产品和企业，建议政府相关部门采取有关措施。

    4、受政府部门或企业委托，进行产品质量评议，为企业质量管理工作进行咨询诊断并提出改进意见。维护会员单位的合法权益，抵制和揭露假冒伪劣产品冲击市场。

    5、进行技术服务，开展新产品、新技术、新工艺、新材料和高新技术成果推广应用，组织先进技术的有偿转让和鉴定工作。

    6、受政府部门或企业委托，进行行业规划调整，提出本行业或企业的中、长期发展规划咨询建议。

    7、对国内外市场调查预测，为会员单位提供国内外经济技术情报和市场信息，积极发展同国外同行企业及相关行业组织的联系，开展技术交流、，协助会员对外开展各项技术和经济合作活动，组织本行业企业参与全国性展览会和国际展览。

    8、利用WTO的保障条款，维护本行业企业利益。建立行业的损害预警机制，防止国外低价倾销可能给国内滤清器行业造成的损害。当出现损害苗头时，及时预警、预报；同时对出口市场情况也要进行监测，防止低价倾销扰乱出口秩序的现象，避免国外可能出现的反倾销诉讼。

    9、根据行业发展的需要，采取多种形式为分会会员培训各类专业人员。

    10、组织分会成员交流企业改革和企业管理的先进经验，受企业委托，开展企业管理咨询活动。

    11、发行出版内部刊物，及时传递技术经济信息，宣传行业发展。

    12、承担政府部门及总会布置、委托的其它事项。

    本分会现有团体会员125家，均为中国内燃机工业协会会员。其中滤清器制造企业104家，研究院所7家，相关工业企业14家。分会已经历四届，2006年12月产生了第四届理事会。四届理事会有理事单位25家，副理事长8人，理事长1人。

    分会的常设办事机构为秘书处。秘书处由秘书长、副秘书长和工作人员组成。其中秘书长1人，副秘书长2人。秘书处设在蚌埠金威滤清器有限公司。

China Internal Combustion Engine Industry Association – Filters Branch (hereinafter referred as to “The Branch”) is the product-type branch organization of China Internal Combustion Engine Industry Association put forward by the Association and approved by Ministry of Civil Affairs. Its abbreviation is CICEIA-FD.

The Branch is composed of filter manufacturers, scientific research institutes and relative industrial enterprises, which are the members of China Internal Combustion Engine Industry Association. Its principle is to serve the members and governmental departments, implement the relative governmental guideline, policy and regulations, maintain the common benefit of this industry and the members’ legal rights and interests, reflect members’ wishes and requirements, act as the “bridge” and “link” between the government and member, carry out the industrial organization and coordination work, and promote the industrial technical improvement and healthy development.

In accordance with the relative regulations of relative governmental departments and China Internal Combustion Engine Industry Association, the Branch’s work includes:

1. Stipulate “industrial regulations” of the filter industry, establish the industrial self-discipline mechanism, and normalize the industrial self-management conduct.
2. Investigate, collect and arrange the basic data of this industry. Collect and compile the pertinent industrial information and data, and provide the pertinent data and information to relative governmental departments and the members of China Internal Combustion Engine Industry Association and The Branch.
3. Participate in stipulating and revising various industrial standards, including technical, economic and management standards. Organize and promote the implementation of the standards. Suggest the relative governmental department to adopt pertinent measures for the products and enterprises not meeting the quality standard.
4. With the commitment of the governmental department or enterprise, evaluate the product quality, consult, diagnose and put forward the improvement opinions on the enterprise quality management work. Maintain members’ legal rights and interests, reject and disclose the counterfeit and false products impacting the market.
5. Carry out the technical service, develop the promotion and application of new product, new technology, new material, high and new technical achievements, and organize the profitable transference and authentication work for the advance technology.
6. With the commitment of the governmental department or enterprise, carry out the industrial planning and adjustment, and put forward the industrial or enterprise medium and long term development and planning consultation and suggestion.
7. Investigate and forecast the domestic and oversea market, provide the domestic and oversea economic and technical information and market information to the members. Actively develop the contact with the foreign enterprises in the same industry and the relative industrial organizations, carry out the technical communication, coordinate the members to develop various technical and economic cooperation activities, and organize the enterprises in this industry to participate in the national and international exhibitions.
8. Use WTO safeguard clause to maintain the enterprises’ benefit in this industry. Establish the industrial damage early-warning mechanism, and prevent the damage for the domestic filter industry arising from the oversea low-price dumping. When appearing the damage symptom, timely give the early-warning and forecast; at the same time, monitor the situation of the export market to prevent low-price dumping disturbing the export order and avoid the possible oversea antidumping lawsuit.
9. According to the industrial development requirements, adopts multiple forms to train the different kinds of professional personnel of the branch members.
10. Organize members to exchange the advance enterprise reformation and management experiences. With the commitment of the enterprise, carry out the enterprise management consultation activities.
11. Issue and publish internal publications to timely pass the technical and economic information and propagandize the industrial development.
12. Undertake the other affairs assigned and consigned by the governmental department and the association.

At present, there are 125 members in the Branch, who are all the members of China Internal Combustion Engine Industry Association, including 104 filter manufacturers, 7 research institutes and 14 relative industrial enterprises. The Branch has come through four councils. In November 2006, the fourth council came into being. These four councils have 25 council members, 8 deputy council directors and 1 council director.

The standing body of the Branch is secretariat. It is composed of the secretary-general, deputy secretary-general and working personnel, among which there is 1 secretary-general and 2 deputy secretary-generals. The secretariat is located at Beng Bu Jin Wei Filter Co., Ltd.
